Canadian Care - Giver Immigration Plan
There are two ways for caregivers who want to immigrate to Canada. There are two immigration schemes in place right now that are intended exclusively for caregivers. In 2019, these two initiatives were introduced as a result of the Interim Pathway for Caregivers’ closing.
Two experimental caregiver immigration schemes in Canada
Registration is being accepted for Canada’s two caregiver pilot programs:
- The Home Child Care Provider and
- Home Support Worker
These pilot programs will make it easier for foreign carers to get permanent residence in Canada and will eliminate the need for them to uproot their immediate families.
The Caring for Children and Caring for People with High Medical Needs pilot programs, which have since lapsed and have been criticized for maintaining some employees in abusive working places and separated from their families oversea, were replaced by the pilot programs when applications for them opened in 2019. When those trial programs were launched in 2014, the Liberal government, which is now in power, deemed them to be “ineffective.”
The 2 additional caregiver pathways’ clearance timelines have been delayed, to begin with. But in 2021, the government unveiled a fresh plan to deal with at least 6,000 caregiver requests before the year’s end.
The government claims that the prior adjustments made in 2014 were not fully appreciated because it received direct feedback from caregivers and relevant individuals. Numerous caregivers started out helping families in Canada only to learn later that they wouldn’t be eligible for permanent residence under an established program.
In order to qualify for economic immigration programs, caregivers must must have an offer of employment in Canada and fulfill other requirements. Only then will they be granted a work permit. Once employed, careers can start accumulating the 2 years of Canadian work experience needed to submit an application for permanent resident status.
Caregivers will gain from the following through the Home Child Care Provider Pilot and the Home Support Worker Pilot:
- Open work visas and/or study permits for the caregivers’ close family to encourage families to immigrate to Canada together;
- work visas that are occupation-specific instead of employer-specific;
- and a straightforward transition from temporary to permanent residency to guarantee that once caregivers have satisfied the job experience necessary, they would be allowed towards becoming permanent residents rapidly.
These new pilot programs offer a simple, direct route to permanent residence for international careers and their families.
Canadian caregivers: further information on the changes
- With effect from June 18, 2019, the programs Caring for Children and Caring for People with High Medical Needs are no longer accepting new applicants. Applications submitted by caregivers prior to this date will remain to be reviewed until a decision is made.
- Those caregivers who have been preparing to apply to the soon-to-expire pilot programs can do so now via either the Home Support Worker Pilot or the Home Child Care Provider Pilot.
- On October 8, 2019, the Interim Pathway for Caregivers ended with new candidates. For caregivers who entered Canada as temporary foreign workers after 2014 but could not be approved for permanent residency under an existing program, this provided a temporary pathway.
- Every one of the two new pilot programs—Home Support Worker and Home Child Care Provider—will accept no more than 2,750 principal candidates, for a combined 5,500 principal candidates and their direct family year.
- Initial submissions for the new pilots will be processed within a 12-month period as customary. After the caregiver provides evidence that they have fulfilled the professional experience criterion, there will be a six-month procedure norm that will be in effect for the application’s finalization.
- Employers will no longer require a Labour Market Impact Assessment before employing a caregiver from abroad thanks to the shift to occupation-specific work permits underneath the Home Child Care and Home Support Worker pilot programs.
