Canada Temporarily Pauses New Citizenship by Descent Decisions While Reviewing Approved Certificates

IRCC Temporarily Halts New Citizenship by Descent Decisions
Canada has temporarily paused final decisions on new Proof of Canadian Citizenship (Citizenship by Descent) applications while Immigration, Refugees and Citizenship Canada (IRCC) conducts a review of recently approved citizenship certificates.

The announcement was confirmed by Immigration Minister Lena Diab during a press conference on June 23, 2026. The minister stated that IRCC is currently not finalizing any new citizenship-by-descent applications while the department reviews affected files to ensure the integrity of the citizenship process.

Why Has Canada Paused New Decisions?

According to the minister, the review began after concerns were identified regarding certain recently approved Proof of Canadian Citizenship applications.

 

IRCC is examining files where Canadian citizenship certificates had already been issued under Canada’s expanded citizenship by descent provisions. Some applicants received letters informing them that their citizenship certificates were under review and requesting that the certificates be returned while the department completed its assessment.

 

The minister stated that the review is being taken seriously and that the department is working to ensure accuracy before finalizing additional applications.

Greater Focus on Detecting Fraud
The minister emphasized that individuals whose files are under review remain Canadian citizens while the review is ongoing.

Applicants who are already in Canada continue to retain their legal status during the review process. IRCC has explained that the review relates to the verification of supporting documentation and approved certificates rather than an automatic loss of citizenship.

Some Certificates Are Already Being Revalidated

IRCC has already begun completing reviews for certain applicants. Individuals whose documentation has been successfully verified have started receiving revalidation letters, confirming that there is sufficient evidence supporting their citizenship claim and that they remain entitled to hold a Canadian citizenship certificate. Reports indicate that some applicants received confirmation without being required to submit additional documents.

Updated Documentation Requirements

At the same time, IRCC has introduced updated guidance for applicants seeking Proof of Canadian Citizenship by descent.

The revised instructions place greater emphasis on providing official records issued by the original government authority responsible for maintaining historical records. Applicants are also expected to demonstrate a complete chain of family lineage using official documents whenever possible. These updated documentation standards are intended to strengthen the verification process for citizenship by descent applications.

What This Means for Applicants

Individuals planning to apply for Canadian citizenship by descent should be prepared for longer processing times while the review remains underway.

Applicants should ensure that:

  • Supporting documents are obtained from the original issuing authority whenever possible.
  • Every generation connecting the applicant to the Canadian ancestor is supported by official documentation.
  • Any unavailable records are fully explained and accompanied by evidence showing attempts to obtain them.
  • Applications are complete before submission to reduce the likelihood of delays.

Background
Canada’s expanded citizenship by descent provisions came into effect on December 15, 2025, allowing many additional individuals born outside Canada to become eligible for Canadian citizenship through their family lineage.

The legislative changes resulted in a significant increase in Proof of Canadian Citizenship applications. As of June 2026, approximately 82,000 applications are awaiting processing, with estimated processing times reaching up to 15 months.
