IRCC Issues First Official Statement on Citizenship Certificate Reviews
According to IRCC, approximately 1% of citizenship certificates issued under Bill C-3 were identified for further review after the department found potential concerns related to supporting documentation. The department emphasized that the issue affected only a small number of applicants and does not impact the vast majority of citizenship by descent applications.
Why Were Some Citizenship Certificates Reviewed?
IRCC explained that an internal review identified 100 citizenship certificates that may have been issued without sufficient supporting documentation to establish entitlement to Canadian citizenship by descent. Following a detailed review:
- 33 citizenship certificates were automatically reinstated after IRCC confirmed the applicants met the legal requirements.
- 67 cases remain under review, with applicants expected to either have their certificates reinstated or be contacted by IRCC if additional information is required.
What Caused the Issue?
Does This Affect All Citizenship by Descent Applicants?
No.
IRCC has confirmed that the review affected only a very limited number of applications. The department also stated that its expanded review of approximately 6,500 citizenship by descent applications received under the new legislation has now been completed.
For most applicants, the review will not impact the processing of their citizenship applications.
New Documentation Requirements
Following the review, IRCC has clarified the type of evidence applicants should submit when applying for Proof of Canadian Citizenship through descent.
Applicants should ensure they provide:
- Official birth certificates issued by the appropriate government authority.
- Certified documents establishing the relationship between each generation.
- Supporting records obtained from original source authorities whenever available.
- Additional evidence explaining any unavailable historical records.
Providing complete and verifiable documentation can help avoid unnecessary processing delays or requests for additional information.
What Does This Mean for Future Applicants?
Individuals planning to apply for Canadian citizenship by descent should carefully review the latest document requirements before submitting their application.
Applicants are encouraged to:
- Gather official records for every generation.
- Verify that supporting documents are authentic and complete.
- Obtain records directly from the relevant government authority whenever possible.
- Respond promptly if IRCC requests additional documentation.
Preparing a complete application may help reduce delays and support a smoother assessment process.
Why This Update Matters
Canada’s expanded Citizenship by Descent legislation has created new opportunities for thousands of individuals with Canadian ancestry to obtain Proof of Canadian Citizenship. IRCC’s latest statement confirms that the recent review affected only a small percentage of applications while reinforcing the importance of accurate and verifiable documentation. Applicants who carefully prepare their documentation and follow current IRCC requirements can continue to benefit from the opportunities created by the updated citizenship legislation.
