Every draw in the province has its own unique eligibility requirements. The province of Quebec invited the particular candidates whose Arrima profiles fulfilled the specific profiles met the eligibility requirements mentioned for each stream draw, rather than using a single scoring threshold for all the applied candidates.
Understanding Quebec’s PSTQ
Quebec’s main economic immigration program for skilled workers is the Program de sélection des travailleurs qualifiés (PSTQ). Quebec selects its own economic immigrants under the Canada-Quebec Accord, unlike the federal Express Entry system. Those wishing to immigrate to Quebec must first submit an application thru an Expression of Interest (EOI) on the Arrima platform. MIFI then performs invitation exercises centered on the province’s labor market objectives and the requirements established for each stream.
The Four Streams of PSTQ
Stream 1 – Highly Qualified and Specialized Skills
This stream is for candidates working in high-skilled occupations who meet the eligibility criteria for the invitation exercise, including language and occupational requirements.
Stream 2 – Intermediate and Manual Skills
This stream is for employers with a labor shortage in an intermediate-skilled and manual occupation. The July 30 exercises had the highest number of invitations issued to date under this stream, with ongoing demand in these sectors.
Stream 3 – Regulated Professions
Candidates invited thru this stream are usually qualified for occupations regulated in Quebec and must meet the criteria for the invitation exercise.
Stream 4 – Exceptional talent
The stream is aimed at people who have achieved exceptional accomplishments in their field and satisfy the eligibility criteria established by MIFI.
How Candidates are Chosen
Quebec does not use the Express Entry CRS (Comprehensive Ranking System). Rather, invitation exercises are based on criteria published by MIFI which may include:
- Labor market occupation and demand.
- Education and job qualifications.
- Experience and proficiency in skilled occupations.
- French-language fluency.
- Current work or residence in Quebec, if applicable.
- Other stream specific requirements noted for the invitation exercise.
Selection criteria may vary from one invitation activity to the next, so candidates should make sure that their Arrima profile is complete and up to date.
What to Do When You Get an Invitation?
Candidates who are invited may submit an application for permanent selection to Quebec.
Those who succeed will be awarded a Quebec Selection Certificate (CSQ) that enables them to submit a request to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. The federal government still does the medical exams, the security check and the final decision on permanent residence.
