Canada Invites 792 Provincial Nominees to Apply for Permanent Residence

Canada Express Entry PNP draw October 2026
Canada has invited 792 Express Entry candidates with provincial nominations to apply for permanent residence in its latest Provincial Nominee Program (PNP) draw, held on October 26, 2026.

Immigration, Refugees and Citizenship Canada (IRCC) required candidates to have a minimum Comprehensive Ranking System (CRS) score of 761 to receive an Invitation to Apply (ITA). Candidates also needed to have submitted their Express Entry profile before 6:00:26 p.m. UTC on April 3, 2026, under the tie-breaking rule for this round.

This was Canada’s second PNP-specific Express Entry draw in October and its 21st PNP draw of 2026. The selection followed an earlier PNP draw on October 13, when IRCC invited 752 candidates with a minimum CRS score of 772.

The CRS cut-off represents the score of the lowest-ranked candidate invited in this round. Candidates with scores above 761 met the score threshold, subject to the round’s eligibility requirements. For candidates scoring exactly 761, the tie-breaking rule determined who received an invitation.

How does this draw compare with the previous PNP round?
The October 26 draw issued 40 more invitations than the October 13 selection, while the minimum CRS score decreased by 11 points.

The figures illustrate that PNP draw sizes and CRS cut-offs can vary considerably from one round to another. A lower cut-off in one draw does not guarantee that the next round will have a similar threshold.

Why was the CRS cut-off 761?

The main reason is that this was a PNP-specific Express Entry draw, rather than a general or category-based selection round. Candidates who receive an eligible provincial nomination through an enhanced PNP pathway receive 600 additional CRS points in Express Entry. These points can substantially increase their ranking in the pool.

As a result, a PNP draw typically has a much higher CRS cut-off than draws targeting other categories of candidates. The 761-point threshold should not be interpreted as the CRS score required for every Express Entry applicant. Candidates who do not hold a provincial nomination may be considered in other types of rounds, depending on their eligibility and IRCC’s selection priorities.

How many PNP candidates has Canada invited in 2026?

With the October 26 selection, IRCC has issued 10,814 invitations through 21 PNP-specific Express Entry draws in 2026, based on the published round results. The PNP remains one of several pathways through which candidates in the Express Entry pool may receive invitations to apply for permanent residence. Other draw types conducted during 2026 have included:

  • Canadian Experience Class (CEC)
  • French-language proficiency
  • Healthcare and social services occupations
  • Trades occupations
  • Physicians with Canadian work experience
  • Senior managers with Canadian work experience
  • Transport occupations
  • Skilled military recruits

Each round has its own eligibility conditions and selection criteria. Being eligible for Express Entry does not automatically mean that a candidate will be invited in every draw.

What is the Provincial Nominee Program?

The Provincial Nominee Program allows participating provinces and territories to nominate eligible foreign nationals who have the skills, education, or work experience needed to contribute to their local economies. Each participating province and territory operates its own streams and establishes criteria according to its labour-market needs and immigration priorities.

Examples include programs operated by Alberta, British Columbia, Manitoba, New Brunswick, Newfoundland and Labrador, Nova Scotia, Ontario, Prince Edward Island, Saskatchewan, and several territories.

Quebec operates its own immigration selection system and does not participate in the PNP. Candidates interested in provincial nomination should review the requirements of the province or territory where they intend to settle. Some streams require a job offer, relevant work experience, education, or a connection to the province. Others may use an expression of interest or a separate provincial selection process.

A provincial nomination is not the same as permanent residence. Candidates nominated through an Express Entry-aligned PNP pathway must also meet the applicable federal requirements.

What should candidates who received an invitation do next?
Candidates who received an ITA in the October 26 draw should prepare their permanent residence applications carefully.

1. Review the invitation
Confirm the invitation details and the deadline displayed in the candidate’s IRCC account.

2. Check the information in the Express Entry profile
Ensure that information about education, employment, language test results, work experience, marital status, and provincial nomination is accurate and consistent with the supporting documents.

3. Gather supporting documents
Depending on the candidate’s circumstances, documents may include:

  • Passports and identity documents
  • Language test results
  • Educational Credential Assessment reports, where required
  • Employment reference letters and proof of work experience
  • Provincial nomination documentation
  • Police certificates and medical examination information, as required
  • Proof of funds, where applicable

The exact document requirements depend on the candidate’s situation and the instructions provided by IRCC.

4. Submit the application within the deadline
Candidates generally have 60 days after receiving an ITA to submit their complete Express Entry permanent residence application. They should follow the deadline shown in their account and ensure that all required forms, documents, and fees are submitted on time.

5. Wait for the federal decision
An invitation does not guarantee permanent residence. IRCC assesses the application, supporting evidence, admissibility, and eligibility before making a final decision. Candidates should not assume that a previous CRS score or nomination automatically guarantees approval.

Can candidates apply for a Bridging Open Work Permit?

Certain applicants already in Canada may qualify for a Bridging Open Work Permit (BOWP) while their permanent residence applications are being processed. Eligibility depends on the applicable federal rules, the type and stage of the permanent residence application, and the applicant’s immigration status.

Receiving a provincial nomination or an Express Entry invitation alone does not automatically make someone eligible for a BOWP. Applicants should consult the latest official IRCC instructions before applying.

What does the latest Express Entry draw mean for prospective immigrants?

The October 26 draw demonstrates that IRCC continues to invite candidates who hold provincial nominations through Express Entry. For candidates who have not received a nomination, the results highlight the difference between PNP-specific rounds and other Express Entry selection categories. A high PNP cut-off does not represent a universal CRS threshold for all applicants.

Prospective immigrants should assess their eligibility for Express Entry and provincial programs separately, monitor official draw announcements, and keep their profiles accurate and up to date. Selection patterns can change as IRCC adjusts invitation rounds, provincial priorities, and immigration allocations. Previous results provide context, but they cannot predict an individual’s chances of receiving an invitation in a future draw.
