Manitoba Invites 257 Workers in Childcare, Education and Healthcare to Apply for Provincial Nomination

Manitoba PNP draw October 2026
Manitoba has invited 257 workers employed in selected childcare, education and healthcare occupations to apply for provincial nomination, offering another opportunity for eligible workers to pursue Canadian permanent residence.
The Manitoba Provincial Nominee Program (MPNP) issued the invitations on October 8, 2026, through occupation-specific selection under its Skilled Worker in Manitoba pathway. The targeted candidates were required to indicate in their Expression of Interest (EOI) that they were currently employed in Manitoba in a qualifying occupation.

The province also invited candidates through strategic recruitment initiatives during the same selection round. In total, Manitoba issued 340 Letters of Advice to Apply (LAAs) across all categories.

Of the 340 invitations, 257 went to workers in selected education, childcare and healthcare occupations. The other 83 were issued to candidates selected through strategic recruitment initiatives. Manitoba did not publish minimum EOI scores for the selection categories in this round. Instead, the occupation-specific invitations focused on candidates who reported qualifying employment in the province.

An LAA is an invitation to submit an application for provincial nomination. It is not a provincial nomination certificate or approval of Canadian permanent residence.

Which education and childcare occupations were targeted?
Manitoba issued 211 invitations to candidates who declared current employment in one of four education and childcare occupations.

The targeted occupations were:

Occupation

National Occupational Classification (NOC)

Early childhood educators and assistants

42202

Elementary and secondary school teacher assistants

43100

Elementary school and kindergarten teachers

41221

Secondary school teachers

41220

Candidates needed to indicate in their EOI that they were currently employed in Manitoba in one of these occupations. Simply having experience in education or childcare was not sufficient to qualify for this particular selection. Applicants needed to meet the requirements and employment conditions applied to the draw. Workers in related occupations should check the current MPNP criteria rather than assume their job title qualifies.

Which healthcare workers could receive invitations?
Manitoba issued 46 invitations to candidates who reported current employment in healthcare occupations covered by Broad Occupational Category 3 of Canada’s National Occupational Classification system.

This category includes several types of healthcare work, such as:

  • Professional occupations in health.
  • Technical occupations in health.
  • Assisting occupations in support of health services.
  • Specialized middle-management occupations in healthcare.

These groups cover a range of roles involved in patient care, clinical services and healthcare support. The selection was based on the occupational information candidates reported in their EOIs. Not every person employed in a healthcare setting necessarily qualifies: the specific occupation, employment circumstances and applicable MPNP requirements must be considered. Candidates in regulated healthcare professions should also verify whether they need registration, licensing or authorization to practise in Manitoba.

What were the 83 strategic recruitment invitations?

In addition to the occupation-specific selections, Manitoba issued 83 LAAs through strategic recruitment initiatives under the Skilled Worker Stream.

The invitations were distributed as follows:

16

These invitations were for candidates who had been directly invited by the MPNP under an eligible recruitment initiative or the applicable temporary public policy. This route differs from the occupation-specific selection for workers already employed in targeted education, childcare or healthcare jobs in Manitoba. Candidates cannot assume they qualify for a strategic recruitment invitation without meeting the relevant initiative’s requirements.

How does the Manitoba Provincial Nominee Program work?

The MPNP allows Manitoba to nominate eligible foreign nationals who can contribute to the province’s labour market and economy. The program has different pathways, including options for eligible workers employed in Manitoba and candidates recruited through qualifying initiatives. Each pathway has its own eligibility requirements and selection process. A typical process may involve the following steps:

  1. Review the relevant pathway: Identify the MPNP stream or selection category that matches your circumstances.
  2. Check eligibility: Review the requirements for work experience, occupation, employment, language proficiency and other relevant factors.
  3. Submit an Expression of Interest where required: Provide accurate information about your qualifications and employment.
  4. Wait for selection: Manitoba may invite candidates according to its current priorities and selection criteria.
  5. Submit a provincial nomination application: If invited, follow the instructions and submit the required documents within the deadline.
  6. Apply for permanent residence if nominated: A provincial nomination does not itself grant permanent residence. Applicants must complete the applicable federal process and meet admissibility requirements.

Submitting an EOI does not guarantee an invitation. Candidates should ensure that their profile is accurate and that they can substantiate the information provided.

What should invited candidates do next?

Candidates who received an LAA should review their invitation carefully and prepare their provincial nomination application. According to the published draw report, invited candidates generally have 60 days to submit a complete application. Candidates should verify the deadline and requirements stated in their own invitation.

Important steps include:

  • Confirming that the occupation and employment information in the EOI is accurate.
  • Collecting employment letters and supporting records.
  • Ensuring that language test results and other required documents are valid, where applicable.
  • Checking whether professional licensing or registration is required for the occupation.
  • Providing the requested evidence for any strategic recruitment invitation.
  • Submitting a complete application within the applicable deadline.

Candidates should not assume that an invitation guarantees nomination. The MPNP must assess the application and supporting documents before making a decision.

Can a Manitoba provincial nominee obtain a work permit?

Some candidates may be eligible for work permit support through Manitoba or may qualify for a federal work permit pathway, depending on their circumstances. The MPNP may issue a work permit support letter to eligible nominees for use in a federal work permit application. However, a support letter is not itself a work permit and does not guarantee approval by Immigration, Refugees and Citizenship Canada (IRCC).

Some provincial nominees who have submitted an eligible permanent residence application may also qualify for a Bridging Open Work Permit (BOWP). Eligibility depends on the applicable federal conditions, including the type and stage of the permanent residence application and the applicant’s status in Canada. Candidates should review the current official requirements before relying on a work permit option.

What if you were not invited?

Candidates who did not receive an invitation in this round may wish to review their EOI information and explore other MPNP pathways for which they may qualify. Potential next steps include:

  • Confirming that the EOI reflects current employment and qualifications.
  • Checking whether the occupation matches the applicable NOC classification.
  • Reviewing other provincial immigration pathways that may fit their background.
  • Improving language proficiency if it is relevant to their chosen pathway.
  • Monitoring official MPNP announcements for future selection rounds.

Manitoba’s selection priorities can change. A candidate who was not selected in one round may still have options, but there is no guarantee of an invitation in a future draw.

Manitoba's 2026 nomination allocation
Manitoba’s published program statistics indicated a provincial nomination allocation of 8,000 for 2026. As of the end of August, the province had issued 3,774 nominations to candidates drawn from its selection pool, according to the figures reported by CIC News.

These statistics provide context for the province’s immigration activity, but the number of nominations issued does not predict how many invitations will be issued in a particular future draw. Invitation rounds, nomination decisions and federal permanent residence approvals are separate stages. Candidates should consult the latest official MPNP information for current program details and any changes to selection priorities.
