A Common Reason Express Entry Candidates Miss Their ITA Deadline — and How You Can Avoid It

Missing an ITA Deadline Could Put Your Canadian PR Plans at Risk

Receiving an Invitation to Apply (ITA) through Canada’s Express Entry system is a major milestone on the path to permanent residence. However, many applicants unknowingly place their application at risk by failing to obtain one critical document before the 60-day submission deadline.

According to Immigration, Refugees and Citizenship Canada (IRCC), police certificates are one of the most common reasons Express Entry applicants are unable to submit a complete permanent residence application on time. Because obtaining these documents can take weeks—or even months—in some countries, candidates are encouraged to begin the process as early as possible, even before receiving an ITA.

Why Police Certificates Are So Important

IRCC requires most Express Entry applicants to submit police certificates for every country or territory where they have lived for six consecutive months or longer since turning 18 years of age, except Canada. These certificates allow immigration officers to determine whether an applicant has a criminal record that could make them inadmissible to Canada.

 

Depending on the country, police certificates may also be known as:

  • Police Clearance Certificate (PCC) 
  • Good Conduct Certificate
  • Judicial Record Certificate
  • Criminal Record Check

Because processing times differ by country, some certificates can be issued within a few days, while others may take several months.

Start the Process before Receiving Your ITA

One of the best ways to avoid missing the 60-day ITA deadline is to begin obtaining police certificates as soon as you enter the Express Entry pool. IRCC specifically recommends starting the police certificate process early to reduce the risk of delays once an Invitation to Apply is issued.

Waiting until after receiving an ITA may leave insufficient time to obtain the required documentation, particularly if multiple countries are involved.

What If You Cannot Obtain a Police Certificate Before the Deadline?

If you cannot obtain a required police certificate before the 60-day deadline, IRCC may still consider your application provided you can demonstrate that you made every reasonable effort to obtain the document.

 

Applicants should include:

  • A detailed Letter of Explanation (LOE).
  • Proof that they requested the police certificate before the deadline.

Examples of acceptable evidence may include:

  • Payment receipts 
  • Application confirmation emails
  • Courier or tracking information 
  • Delivery notices
  • Correspondence from the issuing authority explaining delays

These documents should be uploaded in the police certificate section of your Express Entry document checklist. An immigration officer will review the evidence and determine whether your application can continue processing.

What Happens If You Submit an Incomplete Application?

Submitting a permanent residence application without the required police certificate—or without sufficient proof that you attempted to obtain it—can result in your application being considered incomplete. If IRCC determines that reasonable efforts were not made, your application may be rejected and returned without being processed. This can significantly delay your immigration plans and may require you to wait for another Invitation to Apply in the future.

Should You Decline Your ITA?

If you believe you cannot submit a complete application and cannot provide adequate evidence explaining the missing police certificate, declining your ITA may be the better option.

 

When an ITA is declined: 

  • Your Express Entry profile is returned to the pool, provided it has not expired. 
  • You may receive another invitation in a future Express Entry draw.
  • However, receiving another ITA is not guaranteed, as future invitation rounds depend on CRS scores, category-based selection, and IRCC immigration priorities.
What If a Country Requires an IRCC Request Letter?

Some countries will only issue a police certificate after receiving an official request letter from IRCC. If this applies to you, IRCC allows you to submit your permanent residence application without the certificate by uploading a document explaining that your country requires an official IRCC request letter. If your application is otherwise complete, IRCC will provide further instructions on obtaining the police certificate after reviewing your application.

How Long Is a Police Certificate Valid?

IRCC has different validity requirements depending on where the certificate was issued. For your current country of residence, the police certificate must generally have been issued within six months before submitting your permanent residence application. For countries where you previously lived for six consecutive months or more after turning 18, the certificate must have been issued after your last period of residence in that country.

To reduce the risk of missing your ITA deadline:

  • Start obtaining police certificates immediately after entering the Express Entry pool.
  • Check country-specific police certificate requirements before applying.
  • Keep records of all correspondence and payment receipts.
  • Prepare a Letter of Explanation if delays occur.
  • Submit a complete application within the 60-day deadline whenever possible.
