Canada Strengthens Verification of Immigration Language Test Results to Combat Fraud

IRCC Introduces Enhanced Verification Procedures for Immigration Language Tests
Immigration, Refugees and Citizenship Canada (IRCC) has introduced updated operational instructions that require immigration officers to conduct more comprehensive verification of language test results submitted with immigration applications.

The new guidance is designed to help identify fraudulent language test results and strengthen the integrity of Canada’s immigration system. The updated instructions were published on June 23, 2026, and apply throughout the immigration application assessment process.

New Verification Measures for Immigration Officers

Under the revised instructions, immigration officers are now required to complete additional verification steps before making a final decision on an immigration application.

 

The updated procedures include:

  • Comparing the applicant’s photograph on the language test report with photographs and identity documents submitted as part of the immigration application.
  • Reviewing case notes for any concerns related to the applicant’s file.
  • Checking information and fraud alerts issued by approved language testing organizations.
  • Referring suspected cases of fraud to IRCC’s Tips and Reports Management Unit (TMRU) for further investigation.

Officers are instructed to perform these verification steps throughout application processing and before rendering a final decision.

Greater Focus on Detecting Fraud
The revised guidance places increased emphasis on identifying fraudulent or misrepresented language test results.

If an immigration officer identifies concerns suggesting that a language test result may not be genuine, the matter must be documented and referred to the appropriate fraud investigation unit for further review. The additional verification measures are intended to help ensure that language test results submitted with immigration applications accurately reflect an applicant’s language proficiency.

Previous Instructions Have Been Updated

The latest operational guidance introduces several procedures that were not included in the previous version of the instructions.

Notably, officers are now specifically directed to:

  • Cross-reference applicant photographs.
  • Review testing-provider information alerts.
  • Conduct more detailed reviews of application records.
  • Escalate suspected fraud cases for specialized investigation.

The updated guidance also no longer references the previous option that could allow certain applicants to complete a second supervised language test during processing.

Consequences of Fraudulent Language Test Results
Language test results play an important role in many Canadian immigration programs, including economic immigration pathways where language ability is a key eligibility requirement. If IRCC concludes that fraudulent language test results have been submitted, the application may be refused for misrepresentation, subject to procedural fairness requirements. Misrepresentation can have significant immigration consequences under Canadian immigration law.

Individuals planning to submit a Canadian immigration application should ensure that:

  • They complete an approved immigration language test through an authorized testing organization.
  • All language test results submitted are authentic and valid.
  • Personal information and photographs match across all application documents.
  • They retain original language test documentation in case additional verification is required.

Applicants who submit genuine documentation should continue following normal application procedures.
