Canada’s Start-Up Visa Program: Final Opportunity for Eligible Entrepreneurs to Apply for Permanent Residence

Canada Concludes Applications under the Current Start-Up Visa Program
Canada has officially reached the final stage of its current Start-Up Visa (SUV) Program. Immigration, Refugees and Citizenship Canada (IRCC) confirmed that entrepreneurs who obtained a valid Commitment Certificate during 2025 had until June 30, 2026, to submit their permanent residence (PR) application under the existing program.
This deadline marks the conclusion of new permanent residence applications through the current Start-Up Visa Program as Canada prepares to introduce a new entrepreneur-focused immigration pathway.
What Is Canada's Start-Up Visa Program?
Canada’s Start-Up Visa Program was established to attract innovative entrepreneurs with the potential to build successful businesses that contribute to Canada’s economy and create employment opportunities for Canadians.

Unlike many business immigration programs, the Start-Up Visa offered eligible entrepreneurs a direct pathway to Canadian permanent residence while allowing them to establish and grow an innovative business in Canada. To qualify, applicants generally needed support from one of IRCC’s designated organizations, including venture capital funds, angel investor groups, or business incubators.

Why Has Canada Closed the Current Program?

The Government of Canada introduced these changes to better manage application volumes and improve immigration processing efficiency.

Over the past several years, the Start-Up Visa Program experienced a significant increase in applications, resulting in longer processing times. By closing the existing intake, IRCC aims to reduce the application inventory while developing a new entrepreneur-focused immigration program designed to better support Canada’s economic priorities.

What Happens to Existing Applications?
Permanent residence applications submitted before the deadline will continue to be processed by IRCC.

Applicants who already hold eligible Start-Up Visa work permits may continue to live and work in Canada while their permanent residence applications are being assessed, provided they continue to meet all applicable immigration requirements.

Alternative Business Immigration Pathways

Although the current Start-Up Visa Program is no longer accepting new applicants, entrepreneurs may still have opportunities to immigrate to Canada through other business immigration pathways.

 

Potential options may include:

  • Provincial Nominee Program (PNP) Entrepreneur Streams.
  • Business investment and entrepreneur programs offered by participating provinces.
  • Employer-supported work permits leading to permanent residence.
  • Future federal entrepreneur immigration initiatives announced by the Government of Canada.
