IRCC Explains When You Can Request Urgent Processing
Immigration, Refugees and Citizenship Canada (IRCC) has clarified the circumstances under which applicants may request urgent processing of a Proof of Canadian Citizenship Certificate.
A citizenship certificate confirms that an individual is already a Canadian citizen. With processing times now estimated at approximately 15 months due to increased demand, IRCC allows eligible applicants facing urgent circumstances to request faster processing. However, urgent processing is available only in specific situations and is not guaranteed.
Key Highlights
- Eligible applicants may request urgent processing of a citizenship certificate.
- Urgent requests must include an explanation letter and supporting evidence.
- There is no additional fee for requesting urgent processing.
- Approval is discretionary and depends on the applicant’s circumstances.
- A request for urgent processing does not guarantee faster approval or issuance of the certificate.
Who May Qualify for Urgent Processing?
IRCC may consider urgent processing if an applicant needs a citizenship certificate for reasons such as:
- Employment or to avoid losing a current job.
- Enrolling in or attending a school, college, or university.
- Accessing essential government benefits, including healthcare, a Social Insurance Number (SIN), or pension benefits.
- Travel due to the serious illness or death of a family member when the applicant cannot travel using another country’s passport.
- Renouncing another country’s citizenship before a required deadline.
- Preventing hardship related to race, religion, nationality, sexual orientation, gender identity or expression, or membership in a particular social group.
- Assisting a minor child born outside Canada to travel or relocate to Canada with a Canadian parent.
- Addressing a situation involving statelessness.
Documents Required
Applicants requesting urgent processing must provide:
- A signed letter explaining why urgent processing is required.
- Documents supporting the request.
Depending on the circumstances, supporting evidence may include:
- Airline tickets or a travel itinerary with proof of payment.
- A letter from an employer.
- A school admission or enrollment letter.
- A doctor’s note.
- A death certificate.
- Other official documents supporting the urgent request.
How to Request Urgent Processing
The process depends on whether you have already submitted your application.
If You Have Not Yet Applied
- Online application: Select the urgent processing option, explain the reason, and upload supporting documents.
- Paper application: Include the explanation letter and supporting documents with your application package. Clearly write “Urgent – Citizenship Certificate (Proof)” on the outside of the envelope.
If You Have Already Applied
Applicants who have already submitted an application should not submit a second application.
Instead:
- Applicants in Canada or the United States should submit an IRCC web form beginning with “Request for urgent processing.”
- Applicants outside Canada and the United States should contact the Canadian embassy, high commission, or consulate responsible for their application.
Important Things to Remember
IRCC notes that:
- Urgent processing is available only for complete applications.
- Meeting the eligibility criteria does not guarantee approval or that the certificate will be issued before the required date.
- If an urgent request is not approved, the application will continue under normal processing times.
- Applicants should not submit duplicate applications, as duplicate requests will not be processed.
Why Demand Has Increased
Demand for Proof of Canadian Citizenship Certificates has grown significantly following recent amendments to Canada’s citizenship-by-descent rules. As more individuals become eligible to claim Canadian citizenship through their ancestry, processing times have increased, making urgent processing particularly important for applicants facing time-sensitive situations.
What This Means for Applicants
Applicants who believe they qualify for urgent processing should prepare a complete application with clear supporting evidence demonstrating the urgency of their request. Incomplete applications or insufficient documentation may result in delays or the request being processed under standard timelines.
Understanding IRCC’s eligibility criteria before applying can help applicants submit stronger requests and avoid unnecessary processing delays.
