The majority of invitations—approximately 92.4%—were issued through the Skilled Worker in Manitoba pathway, demonstrating the province’s strong focus on retaining individuals who are already living, working, or studying in Manitoba.
Manitoba Prioritizes Graduates Educated in the Province
The largest selection category targeted candidates who had completed post-secondary education in Manitoba. To qualify, applicants were required to:
- Indicate in their Expression of Interest (EOI) profile that they or their spouse had graduated from a Manitoba post-secondary institution.
- Achieve an EOI score of at least 825.
- Provide supporting documents, including a diploma and official transcript, when applying for provincial nomination.
This category accounted for 1,874 invitations, representing nearly 95% of all invitations issued under the Skilled Worker in Manitoba pathway.
Francophone Candidates Continue to Receive Priority
Manitoba also invited 84 French-speaking candidates through its Francophone selection. Applicants selected under this category were required to:
- Identify French as their language of communication with the MPNP.
- Hold valid French-language test results.
The continued inclusion of Francophone candidates supports both Manitoba’s workforce needs and Canada’s broader objective of increasing French-speaking immigration outside Quebec.
Healthcare Professionals Targeted Through Occupation-Based Selection
The province issued 24 invitations to candidates employed in specific healthcare occupations, including:
- General Practitioners and Family Physicians (NOC 31102)
- Specialists in Clinical and Laboratory Medicine (NOC 31100)
- Specialists in Surgery (NOC 31101)
Candidates working in regulated healthcare professions must be fully licensed or able to demonstrate they have completed Manitoba’s licensing requirements before receiving provincial nomination.
Strategic Recruitment Initiatives Support Manitoba Employers
Another 86 candidates received LAAs through Manitoba’s Strategic Recruitment Initiatives, which target individuals invited directly by the province through recruitment missions or approved provincial initiatives. The invitation breakdown included:

- Successfully complete a Mitacs Elevate, Mitacs Accelerate, or Accelerate Entrepreneur internship with an eligible Manitoba employer or research organization.
- Demonstrate language proficiency of at least CLB/NCLC 7.
This pathway helps Manitoba retain highly educated graduates with advanced research and innovation experience.
Strong Connection with Express Entry
Among the 2,146 candidates invited in this draw, 825 declared a valid Express Entry profile number and Job Seeker Validation Code in their Expression of Interest profile. Candidates who receive a Manitoba provincial nomination through an Express Entry-aligned stream receive 600 additional Comprehensive Ranking System (CRS) points, significantly increasing their chances of receiving an Invitation to Apply (ITA) for Canadian permanent residence in a future federal Express Entry draw.
Why Some Candidates Were Not Selected
The MPNP noted that some candidates who appeared eligible may not have received an LAA because:
- Their English or French language test results had expired or contained missing or invalid identification numbers.
- They claimed to have received a strategic recruitment invitation but failed to provide a valid invitation number in their EOI profile.
Applicants are encouraged to ensure that all information in their Expression of Interest remains accurate and up to date before each draw.
