Ontario Immigrant Nominee Program
The new points-based system is part of Ontario’s major redesign of its provincial immigration program and will determine which candidates receive invitations to apply for permanent residence under the province’s new pathways.
Ontario's New Workforce Priority Stream
The Ontario Workforce Priority Stream (OWPS) replaced most of the province’s previous employer-driven immigration streams as part of the first phase of the OINP redesign. The stream currently includes three pathways:
- Higher-Skilled Occupations Pathway (TEER 0–3)
- Lower-Skilled Occupations Pathway (TEER 4–5)
- Self-Employed Physicians Pathway
Ontario has also announced plans to introduce additional streams in the future, including:

- Entrepreneur Stream
- Exceptional Talent Stream
Launch dates for these additional pathways have not yet been announced.
How the New Scoring System Works
Candidates who submit an Expression of Interest (EOI) will receive points based on a variety of economic and labour market factors. - Occupation and skill level
- Wage offered

Key Factors That Can Increase Your Score
Occupation
Candidates working in occupations experiencing labour shortages may receive additional points. Priority sectors include occupations that support Ontario’s long-term economic growth and workforce demands.
Wage Level
Applicants with higher wages generally receive more points, reflecting stronger labour market outcomes and higher-skilled employment.
Regional Employment
Ontario continues encouraging immigration outside the Greater Toronto Area.
Candidates with qualifying employment in rural or northern communities may receive additional points under the new scoring framework.
Canadian Work Experience
Applicants with more skilled work experience in Canada can improve their overall ranking.
Education
Higher levels of education may contribute additional points, depending on the pathway.
Language Proficiency
Strong English or French language skills remain an important selection factor.
Higher Canadian Language Benchmark (CLB) scores can improve an applicant’s competitiveness.
