Quebec Announces New Family Sponsorship Intake Beginning July 2, 2026

The Government of Quebec has announced that it will reopen applications for certain family sponsorship undertakings beginning July 2, 2026.

As part of the new intake period, the province will accept a maximum of 15,700 sponsorship undertaking applications over the next two years. The announcement also introduces an important change: adult dependent children will no longer be counted under the application cap, making it easier for eligible families to sponsor them for permanent residence.

New Application Limits

According to Quebec’s Ministry of Immigration, Francisation and Integration (MIFI), the new intake will accept:

  • 13,300 applications to sponsor spouses, common-law partners, or conjugal partners. 
  • 2,400 applications to sponsor parents and grandparents.

Applications received after the maximum intake has been reached will be returned without processing, and any application fees paid will be refunded.

Adult Dependent Children No Longer Included in the Cap

One of the most significant changes is that dependent children aged 18 years or older are no longer subject to Quebec’s sponsorship application cap. Previously, these applications counted toward the province’s intake limit. Under the updated policy, eligible adult dependent children can be sponsored without reducing the number of available spaces within the capped categories.

This change is expected to provide greater flexibility for families seeking reunification in Quebec.

Applications Exempt from the Cap

The application cap does not apply to:

  • Dependent children. 
  • Orphaned minor children.
  • Children being adopted.
  • Requests to add dependent family members to an existing sponsorship undertaking.

These exempt categories may continue to be processed outside the capped intake system, provided applicants meet all applicable eligibility requirements.

Priority Will Be Given to Existing Applications

Quebec has confirmed that once the new intake period begins, immigration authorities will prioritize processing applications that have already been submitted before focusing on newly received files. This approach is intended to help reduce the number of pending family sponsorship applications while gradually accepting new submissions.

How Family Sponsorship Works in Quebec

Family sponsorship applications for individuals planning to settle in Quebec follow a different process than those destined for other Canadian provinces.

After a Canadian citizen or permanent resident submits a sponsorship application to the federal government, applicants intending to settle in Quebec must also satisfy Quebec’s provincial requirements. This generally includes obtaining a Quebec Selection Certificate (CSQ) issued by the Ministry of Immigration, Francisation and Integration (MIFI) before permanent residence can be finalized.
