The Government of Quebec has conducted new invitation exercises under the Programme de sélection des travailleursqualifiés (PSTQ), inviting eligible skilled workers to apply for permanent selection through the province’s Arrima system.

According to Quebec’s latest announcement, 74 invitations were issued through three targeted invitation exercises. These invitations were directed to candidates who met specific eligibility criteria established by Quebec’s Ministry of Immigration, Francisation and Integration (MIFI), reflecting the province’s continued use of targeted immigration selection to address economic and labour market priorities.

What Is the Programme de selection des travailleursqualifiés (PSTQ)?

The Programme de sélection des travailleursqualifiés (PSTQ) is Quebec’s primary economic immigration program for skilled workers seeking to settle permanently in the province.

Interested candidates first submit an Expression of Interest (EOI) through the Arrima online portal. Quebec then reviews the candidate pool and issues invitations based on the eligibility criteria published for each invitation exercise. Unlike Canada’s federal Express Entry system, Quebec selects its own skilled workers before they apply to the federal government for permanent residence.
