IRCC Introduces New Documentation Standards for Citizenship by Descent
Immigration, Refugees and Citizenship Canada (IRCC) has updated its guidance for Proof of Canadian Citizenship applications, introducing stricter documentation requirements for individuals claiming Canadian citizenship by descent.
The revised guidance clarifies what evidence applicants must provide to establish their Canadian lineage. The changes are intended to strengthen document verification and ensure that citizenship claims are supported by authentic, reliable, and verifiable records.
Key Changes to the Documentation Requirements
Applicants seeking proof of Canadian citizenship by descent should be aware of several important updates.
1. Documents Must Come from the Original Issuing Authority
One of the most significant changes is that supporting documents must now be obtained directly from the original authority that created or maintains the record. Examples include:
- Provincial or territorial vital statistics offices
- Civil registry offices
- Government archives
- Official record-keeping authorities
Documents downloaded or printed from genealogy websites or family history databases, such as ancestry research platforms, are no longer considered sufficient on their own to establish citizenship by descent. They may still help locate records, but official documents issued by the original authority are now expected.
2. Applicants Must Prove the Entire Family Line
IRCC has also strengthened its guidance regarding proof of family relationships.
Applicants are now expected to provide documentation establishing every generation connecting them to their Canadian ancestor. Depending on the circumstances, this may include:
- Birth certificates
- Marriage certificates
- Adoption records (where applicable)
- Proof of Canadian citizenship for the Canadian ancestor
- Other official civil records demonstrating each parent-child relationship
The emphasis is now on providing a complete and continuous chain of evidence rather than proving only one relationship.
3. Missing Documents Must Be Explained
If official records cannot be obtained, applicants are now expected to:
- Provide a written explanation describing why the document is unavailable; and
- Submit evidence showing they attempted to obtain the record from the original issuing authority.
Examples may include correspondence with government agencies, archive offices, or official “no-record” certificates confirming that a document does not exist. Providing an explanation alone may no longer be sufficient without evidence of attempts to obtain the required record.
4. Submit Clear Colour Copies
IRCC’s updated guidance now requests that applicants submit clear, legible colour copies of supporting documents whenever copies are required. This change is intended to improve document quality during the assessment process and reduce requests for additional information.
What If You Have Already Applied?
Applicants who have already submitted a proof of citizenship application do not necessarily need to withdraw and resubmit it. If additional documents are required, IRCC allows applicants to submit supplementary evidence through its official web form. This enables applicants to provide updated documentation or written explanations if requested during the review process.

The updated guidance follows recent legislative changes introduced through Bill C-3, which expanded eligibility for Canadian citizenship by descent for many individuals born outside Canada.
